are -- we have a divided government now. it has been a difficult four years but i think president obama is a natural. i think he will make that a big theme of his second term. i think you will hear some of that tomorrow. host: this is from this morning's "the washington post" who writes a new term, a new obama. he points out and draws an aanalogy to f.d.r. and eisenhower. guest: the roosevelt second inaugural address is interesting to read. it really is at peace with the first inaugural address. this is a president saying i came in with a huge crisis, we're on the right path, we're going to keep going. he has a phrase in there, have we found our happy val valley? i -- valley. i don't read it as being an aggressive speech. he was speaking to the whole country but he wasn't in campaign mode. roosevelt was very good in that way and eisenhower never sounded like he was in campaign mode. guest: i think that speech is recognized as one of the better second inaugurals. i think it does echo some of the themes of president obama. one of the lines in that speech, i see a nation ill clothed -- 1/3

in november. and as someone who participated in the inaugural for president obama four years ago and we had absolutely no idea what we were doing, i can tell you that the folks at the jsic regardless of who the chair is and the folks at jtf are there ready for you when you walk in the door and really do a lot of the logistical lift on this. it's really more our job just to make sure the president ice kind of imprint is put on some of these events. one of the ways we do that is in the parade, as the colonel mentioned, along with all these military elements there are 58 different groups, 58 different groups, floats and vehicles. these are from all 50 states. they are everything from the virginia military institute just across the river in virginia down in southern virginia which has marched in a number of inaugural parades all the way through a group, one of my favorites, a group from maine of unicyclists that will be joining us. i believe they are called -- let me get the name right -- the jim dandies, the jim, of course, being spelled g-y-m in this case. the president will stand and watch t

. and that will be done on the biden family bible, same one used by vice president biden four years ago and used throughout his swearings-in as senator. james taylor will sing "america, the beautiful" and president obama will be administered the oath of office. it is done by supreme court justice john roberts and two bibles used this time. first is the lincoln bible, this was used by the president four years ago and same bible used by president lincoln when he was sworn in for the first time in 1861 and that will be on top of the king family bible which has been provided for this ceremony by the king family. kelly clarkson will sing "my country tis of thee" and there will be a poem read. we are excited that richard bla nmp co will be -- blanco will be joining us. reverend louis leon will be overseeing the traditional st. john's service that kicks off the president's day on mopped and will be offering the prayer and beyonce will be singing the national anthem. these historic bibles, and they are symbolic bibles as we head into the 150th anniversary of the emancipation proclamation and with that,

reasons. but it's interesting to note in the last 90 years, out of the 11 times that the budget from the president has been late, four of those 11 have been under the obama administration. we're also informed that there is a chance once again, like there was a year and a half ago, that our credit rating of the u.s. could be lowered again. by another credit rating agency. some have tried to paint it as a different story, different picture, but for those of us who recall what happened, s&p made it clear that they didn't believe that the united states was serious about dealing with this dramatic spending problem, overspending problem. where we were spending $1.5 billion, $1.6 trillion, over $1 trillion more than the $2-plus trillion that we had coming in. and that if we didn't at least reduce the massive overspending annually by at least $400,000 -- $400 billion, rather, for 10 years, a total of $4 trillion over a 10-year period, then it would make it pretty clear that we were not serious about dealing with our debt. i know the obama administration went on the warpath after s&p, after t

a election in this country. whether any technology lessons to be drawn from this years election? >> it's always hard to reason from one event. the winners get to write history and the losers think about the next election. there's no question the obama campaign, had a technology strategy that helped elect the president. they had little processors and targeted programs and send out the vote. to me the way to say this is governments are going to change, too. because on the one hand governments have an awful time delivering services. now we can measure the. if someone as you give me some money to donate rice to the following village, we cannot check whether the rice got there. a check and balance on sort of the corruption. and we can test the effectiveness of programs. to give you some of the more worrisome examples, governments can know where people really are and governments can figure out where people report what they're doing versus what they're actually doing. there are all sorts of worrisome scenarios that you can imagine, the slippery slope. i'll pick one in britain. in london when

are killed with guns. president obama will take the oath of office, and during those 0our years, some 4800 americans will be killed with guns. twice as many people as were killed in combat in the vietnam war. i have made it clear our has threesan coalition requiring legislation and four calling for executive action and i hope they will support all seven. first and most urgently -- we need the presidenet and congress congress to require background checks at gun sales and online. private sales account for 40% of gun sales nationally. there were more than 6 million gun sales that happened with no background checks. many of these are handguns, used in 90% of all firearms murders. across the united states, 80% or ofgun owners and 90% americans require gubackground checks for gun sales. we have laws on the books requiring background checks when dealers sell guns. it is time for the president and congress to make this the law of the land. 40% that the law does not apply to is a sham. and congress should make gun trafficking a federal crime. 80% of the guns we find at crime scenes are from out of
